Key Top Labels of function Parse in Setrefers to an optional 1D-array of text labels that serve to identify the columns that are either included in or excluded from the final result based on the input Filter Cols

Note, an alternative, index-based, column specification may be defined through the optional entries Cols From and Cols To
Each label refers to the top element of a respective column in the input data and thus uniquely identifies that column.
For example, the array "Rate" , "Tenor" would identify the two columns that bear these text labels as their top element respectively.

Blank characters and case are ignored.
For example, the array element "Rate" would match the column label "Rate" or "Ra te" or "RATE".
