SetSilentMode

SetSilentMode is a vba function that takes 1argument and must be called as: SetSilentMode( setValue )
It returns TRUE on success and FALSE on failure.
This function affects the diagnostic behavior of all VBA functions.
The argument setValue is a boolean interpreted as follows:
FALSE for instructing Deriscope to issue a diagnostic message if a VBA function fails.
TRUE for instructing Deriscope to suppress the issuance of a diagnostic message if a VBA function fails.
Note, the default behavior regarding diagnostic messages is to always issue such messages.
Therefore this function can be used to change the default behavior dynamically based on context.
