Flat Extrapolation

Key Flat Extrapolation in Vol Curve refers to an optional Boolean that determines the extrapolation method used.
Set to TRUE to apply flat extrapolation as represented by the QuantLib FlatExtrapolator2D type.
Set to FALSE to apply linear extrapolation as represented by the QuantLib BilinearInterpolation type.
If omitted, default is TRUE
