Reverse Each Row Offset

Live Request refers to an integer determining if and what portion of each row should be reversed so that the elements in the reversed portion are ordered in reverse order relative to the original order.
The integer 0 means there is no offset and therefore the whole row should be reversed.
An integer such as 2 would mean that the first 2 elements in each row are retained in their original position and only any elements following those 2 elements are reversed.
A negative number is allowed and signals that no reversing is undertaken.
