Monotone Var

Key Monotone Var in Fx Vol Spec refers to an optional boolean that determines whether a monotonicity constraint is applied on the variance of the fx rate as a function of time.
The default is TRUE, which means the variance must be a monotonic function of time.
If set to FALSE, the variance is allowed to be non-monotonic.
