Define Time Interpolator

Key Define Time Interpolator of function Create in CapFlr Vol Specconfigures the wizard to match the desired task.
Set TRUE to instruct the wizard to display an object of type Interpolation in relation to the Optlet T Interp as part of the input.
Set FALSE to instruct the wizard to not display such an object and assume silently the corresponding default object.
